    Metrocare is in search of a Manager of Human Resources. One who will be responsible for applying business knowledge and human resources expertise. The manager of human resources assists the vice president of human resources with the day-to-day operations of the human resources department, provides oversight to human resources employees, and leads a variety of human resources projects.  


    Metrocare is the largest provider of mental health services in Dallas County, serving more than 57,000 adults and children annually. For more than 50 years, Metrocare has provided an array of services available to people with mental and developmental disabilities. In addition to behavioral health services, Metrocare provides primary care centers for adults and children, accessible pharmacies, housing and supportive social services. Through the Altshuler Center for Education & Research we are advancing mental health beyond Dallas County.

    Responsibilities

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Assist in the development of strategic human resources objectives, plans, policies and programs for the organization.
    • Manage the administration of employee benefits, including wellness initiatives.
    • Draft jobs descriptions, conduct market surveys and complete benefits and compensation surveys.
    • Develop, implement and facilitate employee training. Oversee employee training programs, including state and center required compliance training, general employee training and manager training programs. Transition current training courses to new Paycom system.  Responsible for ensuring all employees are in compliance with mandatory training requirements.
    • Develop, implement and manage employee rewards and recognition programs.
    • Advise and assist managers with employee relations issues including coaching employees, drafting and reviewing performance improvement plans, and assisting with the termination process.
    • Prepare various human resources metrics and reports.  
    • Develop and maintain standard operating procedures for human resources processes and procedures.
    • Participate in agency-wide meetings and serve on various committees.
    • Assist vice president of human resources with projects on an as needed basis. Serve as back up to the vice president of human resources during short-term absence

    Qualifications

    EDUCATION AND EXPERIENCE:

     

    A Bachelor’s degree from an accredited college or university with specialization in business administration, human resources or related field.

     

    Minimum of five years of professional human resources experience, which includes benefits, compensation, training and employee relations experience.  Supervisory experience preferred.

     

    MATHEMATICAL SKILLS:

    • The ability to analyze complex budget and performance data. 

    REASONING ABILITY:

    • Ability to interpret laws and regulations relating to human resources administration
    • Ability to plan and direct a complex human resources programs
    • Ability to work effectively with upper management, program managers and employees
    • Ability to interact with other governmental agencies
    • Ability to analyze and make recommendations for the establishment of policies and procedures
    • Ability to reconcile personnel problems and issues
    • Ability to supervise management staff
    • Ability to reconcile management problems and develop solutions
    • Ability to develop plans for conflict resolutions
    • Ability to develop center policies and procedures
    • Ability to communicate at all levels of the organization, both orally and in writing
    • Ability to evaluate complex data and make sound judgment in recommending solutions
    • Analytical evaluation of problems with practical business decisions 

    COMPUTER SKILLS:

    • Demonstrated ability to utilize and maximize information systems. 

    CERTIFICATIONS, LICENSES, REGISTRATIONS:

    • Professional in Human Resources (PHR) or SHRM-CP preferred.

    While performing the duties of this job, the incumbent is required to talk and hear, use hands and fingers to operate a computer and telephone. The incumbent must be able to carry material (up to 35 pounds) to meetings.  Have personal transportation to-and-from sites of meetings. 

     

    TRAVEL:

    • In-county travel.
    • Some overnight travel may be required.

    • Positions that are “community-based,” in whole or part, require the incumbent to travel between various worksites within his/her workday/workweek. The incumbent is required to have reliable transportation that can facilitate this requirement. The incumbent is further required to meet the criteria for insurability by the Center’s risk management facilitator; and produce proof of minimal auto liability coverage when applicable. Failure to meet these terms may result in disciplinary action up to and including termination of employment, contract or other status with Metrocare.
