Metrocare is the largest provider of mental health services in Dallas County, serving more than 52,000 adults and children annually. For more than fifty (50) years, Metrocare has provided an array of services available to people with mental and developmental disabilities. In addition to behavioral health services, Metrocare provides primary care centers for adults and children, accessible pharmacies, housing and supportive social services. Through the Altshuler Center for Education & Research and our software initiative, XenatiX, we are advancing mental health beyond Dallas County.


C&A Operations Manager will provide direct supervision of the Child and Adolescent (C&A) Clinical Managers, including managers for both the outpatient sites and intensive C&A programs. The position provides administrative, operational and clinical oversight of our program managers. 


The position is supervised by the Director of Mental Health Services and requires the ability to develop/implement processes, analyze program outcomes, manage personnel issues and work collaboratively with community stakeholders.  The position is also expected to work closely and collaboratively with all Metrocare support departments.


ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned.) 

  • Collaborates with the Director of Provider Services and Deputy Director of Mental Health Services to develop and implement the Division’s goals and objectives; assists in the development and implementation of processes and procedures.
  • Ensure all productivity requirements are routinely met per clinic and for the MH Division. This includes total authorized consumers served and clinical services provided.
  • Work closely with the Outpatient Operations Manager and the Manager of Specialty Programs to ensure effective work flow among programs.
  • Plans, organizes and directs activities and operations in area of direct responsibility
  • Monitor workflow for area of responsibility. Assist in the development and ongoing monitoring of metrics for areas of responsibility.
  • Ensure vacancies are filled.
  • Conducts performance evaluations, and implements discipline procedures within scope of responsibility.
  • Ensure services provided are clinically appropriate, follow best practices and consistent with level of care.
  • Ensure clinics and programs remain in compliance with all payer documentation.
  • Ensure clinics and teams are consistently in compliance with Metrocare policies/procedures, and any and all community standards, licensing and contractual standards.  
  • The position routinely monitors work flow and develops and recommends process modifications to ensure optimum consumer flow so that the clinic experience is as positive as possible.
  • Develop and implement work plans, performance measures, and assign work activities, projects and programs.
  • Assist Clinical Managers as they develop budget requirements and implement personnel and/or operational changes; assist and participate in the forecast of funds needed for staffing, equipment, materials and supplies; assist in providing oversight of the approved budget.
  • Assist the Deputy Director of Mental Health Services in conducting divisional meetings, as necessary, to facilitate the division and organization’s goals.
  • The position reports any concerns or risks to the Deputy Director of Mental Health Services immediately.
  • Consults and cooperates with the oversight agencies and other stakeholders on all aspects of mental health; discuss problems, develop alternatives and strategies for dealing with those problems; assist in implementation of solutions, as necessary.
  • Conducts and/or attend various public meetings as a Metrocare representative
  • Build and maintain positive working relationships with stakeholders, using principles of good customer service.
  • Represents the division to outside agencies and organization; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports
  • Performs a variety of special assignments as directed.
  • Is flexible in duties, roles, and reporting structure as necessitated by organizational change.
  • Serve as back-up to the Deputy Director of Mental Health Services in his/her absence, or as directed.

Master’s degree in social services and licensed by State of Texas as an LPC, LCSW, or have an MBA with at least two years of management experience and related experience in a social services field.



  • Strong consultative abilities, conflict-resolution skills, and leadership abilities.
  • Assist in the planning, directing and monitoring the administration and operations of the Mental Health Division.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve Division related issues; remember various rules; and explain and interpret policy.
  • Assist in the developing and implementation of Division policies and procedures.
  • Analyze and implement program mandates.
  • Gain cooperation through discussion and persuasion.
  • Successfully develop, control and administer departmental budget and expenditures.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Interpret and apply State and County policies, procedures, rules and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train and evaluate assigned personnel.
  • Establish and maintain effective working relationships with those contacted in the course of work including diverse interest groups including advocacy groups and other governmental organizations.
  • Represent the Division under diverse circumstances and prepare and deliver oral presentations to small and large groups.      


  • Intermediate level on MS Excel, Email and word processing programs
  • Ability to utilize Internet for resources.
